Cost controls roadmap. Each tenant currently stores per-event ceilings (maxGuests, maxRenders, aiBudgetUsd) and a hardStopEnabled flag. Once the Azure adapter is enabled, each tenant will additionally receive: a Cost Management budget on its resource group with action group alerts at 50/80/100%, an AI usage ledger persisted to its own SQL DB, request rate limits at the API gateway, and runtime scale-to-zero on hard-stop. Soft-stop will keep the gallery and admin live while the kiosk shows a capacity message.
